Worst coral die-off recorded at Australia’s Great Barrief Reef

Scientists have recorded worst mass coral bleaching event on Australia’s Great Barrier Reef. It has killed more corals than ever before, sounding the alarm over the delicate ecosystem. It is estimated nearly two-thirds of 2,300-kilometre long reef or 700 km stretch of coral in the Great Barrier Reef’s northern part have died in the past nine months. This is the worst die-off ever recorded in Great Barrier Reef and also the largest ever recorded anywhere. However, the central and southern sections of the reef are fared far better, with only 6% and 1% of the coral dead, respectively. 

What are Corals reefs? 

Coral reefs result from the natural work of little polyps (few millimeters long) is budded on top of one another. They are the most biologically diverse ecosystems of the planet Over centuries, shells (mostly made up of Calcium Carbonate) of these corals combine to form the exotic shapes of coral reefs. Tiny differences in the anatomy of each polyp species mainly affect the shape of their shells and produce the exotic shapes of each reef. 

Conditions required for growth of corals: Warm tropical oceans with minimum temperature of 20 degree. They are primarily located between 30 degree north and 25 degree south latitudes where water temperature favours the growth of coral organisms; Transparent parts of ocean bodies; Oceanic water must free of sedimentation; it should have relatively low salinity. 

What is coral bleaching?

Coral bleaching causes corals to expel tiny photosynthetic algae, draining them of their colour. It calcifies the corals to turn into white. Algae are vital to the coral, which uses the organic products of photosynthesis to help it grow. The loss of algae makes it vulnerable to disease and it will eventually die. When a coral bleaches, it is not dead. They can recover if the water temperature drops and the algae are able to re-colonise them. Reasons: It occurs when abnormal environmental conditions, such as warmer sea temperatures. In recent times unusual warm ocean water is mainly heated by man-made climate change and the natural El Niño climate pattern. 

About the Great Barrier Reef 

It is the biggest coral reef system in the world composed of over 2,900 individual reefs. It was recorded as a World Heritage site in 1981. The reef is located in the Coral Sea, north east of Australia and covers an area of approximately 348,000 sq km. It is credited as the world’s biggest single structure made by living organisms and is visible from the outer space.

Sex Ratio at Birth at decline in India: CRS data

According new data from Civil Registration System ( CRS) released by the Office of the Registrar General of India, Sex Ratio at Birth (SRB) continues to worsen in India. The SRB has declined to 887 in 2014 from 898 in 2013. The ratio has been declining since 2011 when the figure was 909. Thus, Sex ratio at birth is still on the decline. 

Key facts

 The SRB based on CRS figures indicate the gap between registered male and female births, calculated as the number of females per thousand males. Highest SRB has been reported in Lakshadweep (1043), followed by Andaman and Nicobar Islands (1031) and Arunachal Pradesh (993). Lowest SRB has been reported in Manipur (684), Rajasthan (799) and Tamil Nadu (834). These states have worst SRB. The level of registration of births with CRS has been improving. In 2014, it is estimated that 88.8% births were registered, up from 85.6 % in 2013. 16 States/UTs recorded all births. 14 out of 20 major States crossed the 90% level of registration of births in 2014. The new date show that the majority of births in 2014 occurred in an institution i.e. government or private hospital. Institutional delivery accounted for 72% of all births. Another 14.1% births were attended by physicians/nurse/midwife. However, around 3.8% of the cases were still attended by an untrained midwife. While 38.7% of the total registered deaths had occurred in institution, 23.3% did not receive any medical attention at the time of death. Only about 8.0% of the deceased received medical attention from qualified allopathic professional.

Asia’s first cycle highway inaugurated in Uttar Pradesh

Asia’s first and longest cycle highway was inaugurated in Uttar Pradesh. It is also India’s first cycle highway. The 207-km-long cycle highway runs between Etawah and Agra. It was inaugurated by state Chief Minister Akhilesh Yadav. 

Key facts

 The cycle highway has been constructed by the UP public works department. It runs parallel to the main highway. It is about 7-feet-wide and is separated by a divider from main highway which ensures the safety of cyclists. The track begins from the lion safari in Etawah. Along its path it dots 92 villages across the two districts. It criss-crosses the natural beauty of the Chambal and Yamuna rivers On its way it has tourist destinations like Naugava ka Quila, Raja Bhoj ki Haveli, and Bateshwarnath Temple.

Gross NPAs of PSBs touch over 6 lakh crores in July-September 2016

The Union Government has announced that the gross non-performing assets (NPAs) of the Public sector banks (PSBs) have touched around 66 lakh 40 thousand in the three months period from July to September 2016. As on September 30, 2016 gross NPAs of the PSBs in the country rose to Rs. 6,30,323 crore as against Rs. 5,50,346 crore by end of June 2016. It shows increase of Rs. 79,977 crore NPAs on quarter on quarter basis during this period.

Steps taken by Government 

The incidence of NPAs is high in sectors like infrastructure, power, road textiles, steel etc. So, the Union Government has taken sector specific measures to tackle the menace of NPAs. These measures aim at improving resolution or recovery of bank loans. They are enactment of Insolvency and Bankruptcy code, 2016 followed by amendment of the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act (SARFAESI) and Recovery of Debt due to Banks and Financial Institutions (RDDBFI), Act. In addition, six new Debt Recovery Tribunals (DRTs) have been established.

What are Non-Performing Assets (NPA’s)? 

NPAs are loans made by a bank or finance company on which repayments or interest payments are not being made on time. Thus, NPAs are any asset of a bank which is not producing any income and are also called non-performing loans. The loan is considered to be a NPA once the borrower fails to make interest or principal payments for 90 days. In case of Agriculture/Farm Loans, the NPA varies for of Short duration crop loan (interest not paid for 2 crop seasons), Long Duration Crops (interest not paid for 1 Crop season).

What are negative effects of NPAs? 

Large number of NPAs affects the profitability & liquidity of the banks. It adversely affects the value of bank in terms of market credit and widens assets and liability mismatch. It results in inflating the cost of capital for economic activities and banks may charge higher interest rates on some products to compensate NPAs.


Union Government to introduce Direct Transfer of Fertilizer Subsidy

The Union Government has decided to introduce Direct Benefit Transfer (DBT) system for fertilizer subsidy payments. Under the proposed system, 100% subsidy on various fertilizer grades will be released to the manufacturers and importers on basis of actual sales made by the retailer to the beneficiaries.

Key facts 

Initially, the modified subsidy procedure under DBT system will be introduced on pilot basis in 16 select districts. In the second phase, the new payment system will be rolled out in all states only after its due stabilization in first phase. The proposed DBT will address the issues relating to diversion and smuggling of urea.

How DBT system for fertilizer subsidy is different? 

The DBT in fertilizer sector being implemented is slightly different from the normal DBT implemented in LPG subsidy. Under it, the subsidy will be released to the fertilizer companies instead of the beneficiaries, after the sale is made by the retailers to the beneficiaries. The subsidy will be released on submission of claims generated in the web-based online Integrated Fertilizer Monitoring System (iFMS) by fertilizer companies. 

Potential benefits

It will reduce diversion and smuggling of fertilizers to a large extent. Thus, it will help Government to save subsidy to the some extent. The fertilizers will be available to all on ‘no denial’ basis and release fertilizer subsidy to fertilizer companies has no direct relation with landholding of the farmers.

Andhra Pradesh CM N Chandrababu Naidu to head CMs Committee on Demonetisation

The Union Government has decided to constitute a sub-committee of Chief Ministers of five states in the wake of demonetisation of Rs 500 and Rs 1,000 denomination notes. The committee will be headed by Andhra Pradesh CM N Chandrababu Naidu. It will suggest measures to normalise the situation. Union Finance Minister Arun Jaitley has called up Bihar CM Nitish Kumar, Karnataka CM Siddharamaiah, Assam CM Sarbananda Sonowal and Maharashtra CM Devendra Fadnavis to be part of the committee. Since demonetisation of Rs 500 and Rs 1,000 denomination notes was announced by the Union Government, Andhra Pradesh CM N Chandrababu Naidu government has been effectively tackling the cash crisis in the state. He has come up with several alternatives to encourage mobile and online transactions besides distributing small change at vegetable markets as an immediate relief to the people. As a long-term measure, Andhra Pradesh government has roped over 90 lakh members from co-operative sector in villages and towns to undertake statewide campaigns on online transactions. Under it, as many as 5,000 women are being trained as master trainers to train 90 lakh women. The state government is also designing a mechanism that makes ordinary phones do money transactions. The government will distribute such phones to families which do not have one.

Iranian film Daughter wins Golden Peacock award at 47 IFFI

Iranian film “Daughter” has won the coveted Golden Peacock award at the 47th International Film Festival of India (IFFI). It has been directed by Reza Mirkarimi. It is a family drama set in southern Iran. It brings out intergenerational conflict between a strict father and a young daughter. Union Minister for Information and Broadcasting Rajyavardhan Singh Rathore conferred these awards during the concluding ceremony of IFFI held in Goa.

Akodara becomes India’s first Digital Village

Akodara village in Sabarkantha district of Gujarat has earned the coveted tag of becoming India’s first digital village in India. The village with a total population of 1,191 people and 250 households uses a various cashless system for payments of goods and services. All transactions in the village are carried out through digital modes like SMS, net-banking or debit cards. 

Key Facts

 The village was adopted by ICICI Bank under its Digital Village Project in 2015 and made cashless by adopting digital technology. The project was launched in January 2016 by Prime Minister Narendra Modi and ICICI Bank MD and CEO Chanda Kochar to mark 60-year-celebration of the ICICI group’s existence. All households in village have savings account in local ICICI Bank branch. The bank has provided training to villagers to embrace digital technology to reduce dependence on cash. The village has almost 100% financial rate and all mobile banking is done in Hindi, English and Gujarati languages. It also has its own official website. The villagers’ most important transactions selling agri-produce at the local market or mandi or selling milk at the co-operative society have been made cashless. It has primary, secondary and higher secondary schools equipped with smart boards, computers and tablets. It can be said that this village has become prime example of how e-banking can be practically implemented in Indian villages without much difficulty to make India cashless economy.

Colombia Government, FARC rebels sign revised Peace Agreement

Colombian Government has signed revised peace agreement with the country’s largest rebel movement, Revolutionary Armed Forces of Colombia (FARC). The revised document was signed between President Juan Manual Santos and FARC leader Rodrigo Londono in Bogota, capital city of Colombia. This is the second attempt undertaken by Colombian Government to end Latin America’s longest-running conflict (civil war) which has killed 220000 people. The previous deal singed September 2016 was rejected narrowly by the Colombian people in a popular vote held in October 2016. The revised agreement will be submitted to Colombian Congress for approval, rather than put to a popular vote. It would not form a part of the Colombia’s constitution. 

Key Facts

Within 90 days of approval of revised agreement, FARC rebels will lay down their arms. Within five months they are required to completely surrender all weapons to the UN. Under the new deal, rebels will have to declare their assets. The money will be used for reparation payments to victims of the conflict. However, the new agreement has not ban rebels from holding public office or includes jail terms. Colombian President Juan Manuel Santos was awarded the Nobel Peace Prize in October 2016 for his efforts to end the war. 

Background 

The civil war in Colombia is one of the longest civil wars in modern times and the sole remaining armed conflict in the South America. The five decade long civil war has cost the lives of at least 220 000 Colombians and internally displaced close to six million people. It was started in the 1960s as a rural uprising for land rights by FARC as communist-inspired guerrilla movement inspired by Cuban Revolution. The main aim of FARC was to reduce the gulf dividing rich and poor and land reform for equality in the Andean country. The conflict has drawn in various leftist rebel groups, drug gangs and right-wing paramilitaries over the decades. However in recent times, the FARC had shifted from their original ideology and were active in illegal drug trade, kidnapping and extortion activities.

Union Cabinet approves introduction of Merchant Shipping Bill, 2016

The Union Cabinet has approved introduction of the Merchant Shipping Bill, 2016 in the Parliament. The bill is a revamped version of the Merchant Shipping Act, 1958. It seeks to repeal Merchant Shipping Act, 1958 as well the Coasting Vessels Act, 1838. 

Key Features of Bill 

Allows substantially-owned vessels and vessels on Bare Boat-cum-Demise (BBCD) to be registered as Indian flag vessels. Recognises Indian controlled tonnage as a separate category. Makes separate rules for coastal vessels to develop and promote coastal shipping. Dispenses with the requirement for issuing of licences to Indian flag vessels for coastal operation and for port clearance by the Customs authorities Seafarers held in hostage captivity of pirates will receive wages till they are released and reach home back safely. Mandatory for vessels owners to compulsorily take insurance of crew engaged on vessels including fishing, sailing and whose net tonnage is less than 15. The crew members now don’t need to sign of articles of agreement before the Shipping Master. Incorporates all International Maritime Organisation (IMO) Conventions/Protocols in Indian laws up-to-date by inserting provisions relating to 7 different conventions. These 7 different conventions are Intervention Convention 1969, Search and Rescue Convention 1979, Protocol for Prevention of Pollution from Ships, Convention for Control and Management of Ships Ballast Water and Sediments 2004, Nairobi Wreck Removal Convention 2007, Salvage Convention 1989 and International Convention for Bunker Oil Pollution Damage, 2001. Besides, the provisions for survey, inspection and certification of vessels are placed together in Bill to provide simplified regime for convenience of Indian shipping industry. 

Why the bill repeals old laws? 

As a result of various amendments carried out in the Merchant Shipping Act, 1958 from time to time, it had become a bulky piece of legislation over the years. It was amended 17 times between 1966 and 2014 which had resulted in increase in the number of sections to more than 560 sections. The new bill has provisions which have been meticulously shortened to 280 sections. It also simplifies the law governing the merchant shipping in India. Further, certain redundant provisions have been removed and remaining provisions have been consolidated and simplified to promote ease of doing business, transparency and effective delivery of services. The Coasting Vessels Act, 1838 was also an archaic legislation of the British era. It provided limited jurisdiction for registration of non-mechanically propelled vessels to Saurashtra and Kutch. The proposed bill allows registration of all vessels for the whole of India.

Union Government imposes safeguard duty on certain steel imports

The Union Government has imposed safeguard duty on import of certain steel products to protect domestic manufacturers from cheap in-bound shipments. It was imposed by the Revenue Department on steel products like hot rolled flat sheets and plates of alloy (excluding hot rolled flat products in coil form) or non-alloy steel. 

Key Facts 

The effective duty rate will be calculated after deducting value of goods and the anti-dumping duty payable when import price is below $504 per tonne. The duty arrived at would be 10% in the first year and will gradually reduce to 8% by 2018 and 6% by 2019. 

Background 

The Director General (Safeguard), in his final findings in August 2016 had found that increased imports of these steel products into India have caused serious injury to the domestic producers. Thereby it was necessary to impose safeguard duty on imports of steel products into India. Earlier, India had imposed anti-dumping duty on certain cold-rolled flat steel products from four nations including China and South Korea.

 What is Safeguard Duty? 

The safeguard duty is tariff barrier imposed by government on the commodities to ensure that imports in excessive quantities do not harm the domestic industry. It is temporary measure undertaken by government in defence of the domestic industry which is harmed or has potential threat getting hared due to sudden cheap surge in imports.


India ranks 138 in 2016 ICT Development Index

India has been ranked 138th in the 2016 ICT Development Index out of a total of 175 countries. In 2015, India ranked 135th position. The index was released as part of the annual Measuring the Information Society Report for 2016 of the International Telecommunications Union (ITU). 

What is ICT Development Index (IDI)?

 The ICT Development Index (IDI) rankings compare the state of ICT development across countries. It is published annually by the UN ITU. The IDI is based on 11 ICT indicators, grouped in three sub-indices: access, use and skills. It is standard tool that governments, operators, researchers, development agencies and others can use to measure the digital divide and compare ICT performance within and across countries. 

Key Highlights of 2016 IDI 

Top 5 Countries: South Korea (1st), Iceland (2nd), Denmark (3rd), Switzerland (4th) and United Kingdom (5th). Bottom 5 Countries: Niger (175), Chad (174), Guinea-Bissau (173), South Sudan (172) and Burundi (171).

 Region wise Facts: European and countries in Americas region have made significant progress in ICT development. In the Asia Pacific region, India is ranked at 26 out of the 34 countries. 9 countries in region remained least concerned. Africa was named as the worst performing region. 

India related facts: India’s score has improved from 2.50 (in 2015) to 2.69. In terms of sub-indices access, India ranks 139 in 2016 as against 140 in 2015; use sub index, India has moved up to 142 in 2016 from 143 in 2015; skills sub index, India ranked 122.

 Broadband access in India has become cheaper compared to the year 2015, but the data caps are among the most highest and restrictive in the world. 

In India over 40% of the population still does not own a mobile phone. There is also a significant gender gap in mobile phone access in India. 

Besides, there is lack of mobile ownership seen in lower income category, and among those who are not educated. People in rural regions are more likely to not own a mobile phone.

 Fixed line telephone subscriptions have gone down in India, and now only two people in a hundred have a landline.

 However, mobile phone subscriptions, computers in households, amount of available bandwidth, and access to an internet connection have all seen increase in India. 

The percentage of users on the internet has gone up from 21% in 2014 to 26% of the population in 2015.

 Way forward 

For improving the IDI, India needs to improve internet access to the underserved to reduce digital divide. There is also a need to change the definition of the minimum broadband speed. The FUP (fair usage policy) levels must be relaxed which are among the most restrictive in the world. Efforts should be taken to promote the use of mobile phones in rural areas. Besides more efforts must be taken to increase access of mobile phones to more women.


IAF’s Upgraded Jaguar DARIN III aircraft receives IOC

The upgraded Jaguar DARIN III twin-seat aircraft has received Initial Operation Clearance (IOC). It is considered as a significant milestone for the country’s military aviation sector. The satisfactory completion of IOC was announced by Deputy Chief of IAF, Air Marshal RKS Bhadauria who had flown the aircraft at HAL airport in Bengaluru.

 Key Facts 

  • Hindustan Aeronautics Limited (HAL) has upgraded 3 DARIN I Standard Jaguars to DARIN III Standard. The aircraft is now equipped with world class avionics system.
  •  HAL’s Mission and Combat System Research and Design Centre (MCSRDC) had carried out total design and development of aircraft and modification was done at Overhaul Division. 
  • Besides HAL, certification agencies, trial team of ASTE and other agencies were also involved in the upgrade programme. 
  • The upgraded aircraft incorporates new state-of-the-art avionics architecture including the Open System Architecture Mission Computer (OSAMC), Fire Control Radar. 
  • It also has Solid State Digital Video Recording System (SSDVRS), Autopilot with Alt Select & HNAV and Identification of Friend or Foe (IFF) and more.
 DARIN I Standard Jaguar is an Anglo-French jet attack aircraft. It was originally used by the French Air Force and British Royal Air Force in the close air support and nuclear strike role. It is still in service with the Indian Air Force and its fleet is based at the Ambala air force station.

China successfully launches fourth data satellite Tianlian I-04
China launches two new Navigational Satellites into space

China has successfully launched its fourth data satellite named Tianlian I-04. The satellite will join its three predecessors to achieve global network operation. The satellite was launched on board of Long March-3C carrier rocket from the Xichang Satellite Launch Centre in southwest Sichuan province.

 Key Facts 
  • Tianlian I-04 has been developed by the China Academy of Space Technology under the China Aerospace Science and Technology Corporation.
  •  The satellite seeks to achieve global network operation that will provide data relay, measurement and control services for its manned spacecraft. 
  • The network will also offer data relay services for the country’s medium- and low-Earth orbiting resources satellites, control support and measurement for spacecraft launches. 


Background

  • Tianlian I and CTDRS-1 is a Chinese data tracking and relay communications satellite series. Functionally, it is similar to US Tracking and Data Relay Satellite System.
  •  China had launched its first data relay satellite the Tianlian I-01, in April 2008.The second and third relay satellite was launched in July 2011 and July 2012 respectively.

He will take over after incumbent Ambuja Neotia Group Chairman Harshavardhan Neotia completes his term in December 2016. At present Pankaj Patel is Chief Managing Director of Zydus Cadila. India’s wealth rises and also disparity: Credit Suisse Report

As per a report on global wealth published by Credit Suisse, the total quantum of wealth in India is rising but disparity between rich and poor is also rising. The report says that the uneven growth has left 96% of the adult population in India at the base of the wealth pyramid with wealth below $10,000. However, a small fraction of the adult population (0.3%) has net worth of more than $100,000. 

Key Highlights from report

 Indian Scenario: The wealth in India is mostly dominated by property and other real estate. It makes up 86% of its estimated household assets. 

The wealth in India in local currency terms increased 5.1% in 2016 but due to adverse currency exchange movements.

 India’s household wealth fell by 0.8% to $3 trillion in dollar terms. The annual growth of wealth per adult in rupees has averaged 6% between 2000 and 2016.

 The number of millionaires remained flat at 1.78 lakh with $973 billion in wealth. Among these, ultra high-networth individuals increased by 5.2% to 2,260, including 1,040 with more than $100 million. 

The number of millionaires in India is projected to increase by 9.5% in the next five years to 2.8 lakh in 2021. 

Meanwhile, the personal debts are estimated to be 9% of gross assets in India which is much lower than in most developed countries. 

Global Scenario: Overall growth in wealth remained limited in 2016. It is continuing the trend that had emerged in 2013 and is contrasting sharply with the double-digit growth rates witnessed before the global financial crisis of 2008. 

The total global wealth in 2016 edged up by 1.4% or $3.5 trillion to a total of $256 trillion, a rise in line with the increase in the world’s adult population.

Portugal Prime Minister Antonio Costa to be Chief Guest of 14th Pravasi Bharatiya Divas

António Costa (54), the Indian origin Prime Minister of Portugal will be the chief guest at the 14th Pravasi Bharatiya Divas (PBD) Convention. The PBD Convention is scheduled to be held from January 7 to 9, 2017 in Bengaluru, Karnataka. Mr. Costa will participate in the inaugural session of the PBD Convention on January 8 and address the delegates. Besides, Surinam Vice president Michael Ashwin Satyandre Adhin will be the Special Guest at the Youth Pravasi Bharatiya Divas (PBD) to be held in Bengaluru on January 7, 2017. 

About Antonio Costa 

Atonio Costa was born on 17 July 1961 in Lisbon, capital city of Portugal. By profession he is lawyer. He traces his paternal roots to Goa (India) He is son of Orlando Costa, an accomplished poet and writer and has several relatives at Margao in Goa. His grandfather, Luis Afonso Maria da Costa hailed from Goa. After Portugal’s 2015 general election, he was appointed as Prime Minister after he had put together a coalition of left parties that is currently in power in Portugal. Nuclear capable Agni-I ballistic missile successfully test-fired

The indigenously built nuclear capable Agni-I ballistic missile was successfully test-fired from a test range off Odisha coast, as part of a user trial by India Army. It was test-fired from a mobile launcher from the launch pad-4 of the Integrated Test Range (ITR) at Abdul Kalam Island (Wheeler Island). The last trial of Agni-I was conducted successfully in March 2016 from the same base. 

About Agni-I missile

 Agni-I is intermediate range nuclear capable surface-to-surface ballistic missile. It is first missile of the Agni series launched in 1983. It was developed by a premier missile development laboratory of DRDO in collaboration with Defence Research Development Laboratory and Research Centre Imarat and integrated by Bharat Dynamics Limited, Hyderabad. It weighs 12 tonnes and is 15-metre-long. It is designed to carry a payload of more than one tonne. It is single stage missile powered by solid propellants. It can hit a target 700 km away. Its strike range can be extended by reducing the payload. It can be fired from road and rail mobile launchers. It is equipped with sophisticated navigation system which ensures it reaches the target with a high degree of accuracy and precision. The missile already has been inducted into armed forces. Since its induction it has proved its excellent performance in terms of range, accuracy and lethality. It is also claimed to be a part of the India’s minimum credible deterrence under No first to use policy.

China agrees to import rice from 17 mills in India

China has agreed to import rice, non-basmati and basmati varieties from 17 registered mills in India. These mills are in Punjab, Haryana, Uttar Pradesh and Madhya Pradesh. It is considered as a major breakthrough in India’s efforts to ensure market access for Indian products (especially rice) in China as it is the world’s largest rice importer.

 What is the issue?

 India had repeatedly sought market access for Indian products citing the country’s widening goods trade deficit with China. The products included non-basmati rice, pharmaceuticals and many fruits and vegetables among others. However, China had not granted market access to India’s non-basmati rice claiming that it failed to meet Chinese norms on quality, safety and health standards. China’s apprehensions included the possibility of the cabinet beetle (or Khapra beetle) pest getting transported along with Indian non-basmati rice consignments to China. In India, China’s objection to Indian non-basmati export was seen more political in nature than anything else as it imports non-basmati rice from its all weather friend Pakistan.

 Note: India’s goods trade deficit with China has ballooned to $52.7 billion in 2015-16 from $1.1 billion in 2003-04.

 Background

 After numerous requests from Indian side, Chinese officials had visited India in September to inspect 19 rice mills registered with National Plant Protection Organization (NPPO). NPPO had assisted its Chinese counterpart AQSIQ during inspection for plant quarantine purposes and pest-risk analysis to ensure that non-basmati consignments from India will be pest-free, of good quality and safe. The Agricultural and Processed Food Products Export Development Authority (APEDA) under the Indian Commerce Ministry was also involved in the process. Besides, India also had earlier sent the information sought by AQSIQ regarding the quality protocol and standard operating procedures. NPPO is the nodal government agency for inspecting mills and granting certificates on plant health for export purposes. It is mandatory for Indian rice exporters to get registered with NPPO.

Scientists discover Super Earth like exoplanet GJ 536b

Five hot Jupiter like planets discovered

Scientists have discovered a new ‘super Earth’ type exoplanet named as GJ 536b orbiting a very bright star near to our Sun. The planet was jointly detected by Instituto de Astrofisica de Canarias (IAC) and the Geneva Observatory. 

Key Facts 

The exoplanet GJ 536b has a mass of around 5.4 Earth masses. It is orbiting a star much smaller and cooler than the sun It is not within the star’s habitable zone and has short orbital period of 8.7 day. The luminosity of its star makes it an attractive candidate for investigating its atmospheric composition. Besides, the planet’s short orbital period would come handy in conducting future studies of biological activity. 

How GJ 536b was discovered?

 It was detected using the HARPS (High Accuracy Radial velocity Planet Seeker) spectrograph on the 3.6M ESO Telescope (La Silla in Chile) and HARPS North on the Telescopio Nacional Galileo (TNG) Roque de los Muchachos Observatory (Garafia in Spain). HARPS is a second-generation high-precision radial velocity planet finding spectrograph. It is the most successful planet finder after the Kepler Space Observatory 

Astronomical terms 

Exoplanet: It is a planet that does not orbit the Sun and instead orbits a different star, stellar remnant, or brown dwarf. It is also termed as extrasolar planet. 

Super-earths: They are extrasolar planets which are larger than the Earth. However they have mass substantially below the solar system’s giant planets namely Neptune and Uranus.


India’s longest expressway inaugurated in Uttar Pradesh

India’s longest expressway connecting Agra and Lucknow was inaugurated by Uttar Pradesh Chief Minister Akhilesh Yadav at Bangarmau in Unnao district of UP. It has been built by the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) in a record time of 23 months. 

Key Facts

 The Agra-Lucknow Expressway is six-lane greenfield expressway having total length of 302-km. It has a design speed of up to 120 kms per hour. It starts from Agra and passes through Firozabad, Mainpuri, Etawah, Auraiya, Kannauj, Hardoi, Unnao, Kanpur to reach Lucknow. It passes through four National Highways, two state highways and five rivers such as Ganga, Yamuna, Sai, Isan, and Kalyani. The expressway will help cut down the time between Agra and Lucknow to just 3.5 hours, from the current 7 hours. Moreover, it is expected to reduce the road travel time between Delhi and Lucknow to anywhere between 5 to 6 hours. The expressway has 2 km dedicated stretch built for fighter jets to land and take-off in times of “war-like emergencies”. The six-lane expressway also can be expanded to 8-lane It also has State-of-the-art Advance Traffic management System for safe & secure transit and reducing road accidents and helping even at the time of fog. The entire Expressway is lined with metal beam crash barrier on both sides and wire fencing for safe & secure transit. 

Note

 During the inauguration ceremony, six fighter jets (Three Mirage 2000s and three Sukhois) of the Indian Air Force (IAF) touched down on a stretch of the expressway in simulated landings. This was the first time that IAF fighterjets took part in the inauguration of an expressway as part of Union Government’s plan to increasingly use highways as landing and take-off strips. In May 2015 an IAF Mirage 2000 had landed on the Yamuna Expressway in Uttar Pradesh making it India’s first road runway.

Stealth Guided missile destroyer INS Chennai commissioned into Indian Navy

INS Chennai, a Kolkata-class stealth Guided missile destroyer ship was commissioned into Indian Navy’s combat fleet by Defence minister Manohar Parrikar in Mumbai, Maharashtra. It is the largest-ever warship to be built in India. It is third and last Kolkata-class guided missile destroyers built under Project 15A. Thus, its induction also marks the end of the Project 15A. 

Key features

 INS Chennai has been named after the iconic port city of Chennai. It is 164 metres long with a displacement of over 7,500 tonnes. It has been built at the Mazagon Dock Shipbuilders Ltd in Mumbai under the strategic Project 15A. It can sail at a top speed of over 30 knots (around 55 kms) per hour and is propelled by four powerful Gas Turbines, in a Combined Gas and Gas (COGAG) configuration. The ship has enhanced stealth features resulting in a reduced Radar Cross Section (RCS) and uses radar transparent materials on exposed decks. It is armed with Barak-8 Long Rang Surface-to-Air missiles and supersonic surface-to-surface BrahMos missiles. INS Chennai is fitted with ‘Kavach’ chaff decoy system for defence against enemy missiles and ‘Mareech’ torpedo decoy system for protection from enemy torpedoes. Its undersea warfare capability includes indigenously developed anti-submarine weapons and sensors, hull-mounted sonar HUMSA-NG, towed array sonar capability, heavyweight torpedo tube launchers and rocket launchers. The ship is truly classified as a ‘Network of Networks’ as it is equipped with sophisticated digital networks, such as ATM based Integrated Ship Data Network (AISDN), Automatic Power Management System (APMS), Auxiliary Control System (ACS) and Combat Management System (CMS). It will be placed under the operational and administrative control of the Western Naval Command based in Mumbai. It has a complement of about 45 officers and 395 personnel.

 About Project 15A 

Under this project Kolkata class of stealth guided missile destroyers have been built for Indian Navy. The class comprises of three ships and are the largest destroyers to be operated by the Indian Navy. The first ship of this class named INS Kolkata was commissioned in August 2014 followed by INS Kochi commissioned in September 2015. These destroyers are follow-on of the legendary Project 15 ‘Delhi’ class destroyers which had entered service in the late 1990s.

India becomes Associate Member of CERN

India became an associate member of the European Organisation for Nuclear Research (CERN), the world’s largest nuclear and particle physics laboratory. In this regard, an agreement was signed by Dr. Sekhar Basu, Chairman, Atomic Energy Commission (AEC) and CERN Director General Dr. Fabiola Gianotti in Mumbai, Maharashtra. 

Significance 

As an associate member, India can take part in meetings of the CERN Council and its committees (Scientific Policy Committee and Finance Committee). It will open up new avenues for Indian scientists to engage with their counterparts in front line research in physics and engineering It will help to boost India’s science credentials and give access to high end scientific technology. It will also make Indian scientists eligible for staff appointments in CERN. Besides, Indian industry will be entitled to bid for CERN contracts. Thus, it will open up opportunities for industrial collaboration in areas of advanced technology. India will also has to contribute a certain amount of money for research activities including annual contribution of 11.5 million swiss frank to CERN.

 Background 

In September 2016, CERN Council adopted a resolution upgrading India’s position as associate member from earlier ‘observer’ status. Prior to it, in 2015 the Union Cabinet had given its nod to the proposal for India’s officially entry to CERN. Earlier because of the observer status India was allowed to attend council meetings and to receive council documents but was not allowed to take part in the decision-making procedures of the organisation. 

About European Organisation for Nuclear Research (CERN) 

CERN as an organisation is world’s largest nuclear and particle physics laboratory. It is situated in North West suburbs of Geneva on France-Swiss Border. 

It was established in 1954. 

Members: It has 22 member states (including India and Pakistan), four associate member states, and four states and three International Organisations have observer status. 

Functions: The laboratory helps scientists and engineers probing fundamental structure of Universe using the most sophisticated scientific instruments and advanced computing systems Provide the necessary infrastructure needed for high-energy physics research including particle accelerators. 

Achievements: CERN operates the Large Hadron Collider (LHC) which is the world’s largest and most powerful particle accelerator. It is associated with the discovery of the Higgs Boson which is popularly known as the God particle.

PV Sindhu wins 2016 China Open Super Series Premier title

India’s ace shuttler and Olympic silver medalist PV Sindhu has won the $700,000 2016 China Open Super Series title in women’s category. It was her maiden Super Series Premier title and first post 2016 Rio Olympics title. In the summit clash held in Fuzhao, Sindhu (World No 11) defeated China’s Sun Yu (World No 9) by 21-11, 17-21, 21-11 score.

Union Government launches Pehchan identity cards for artisans

Union textile Minister Smriti Irani launched a scheme of ‘Pehchan’ identity cards to artisans in Ahmedabad. She also inaugurated thematic handicrafts exhibition. The upgraded ‘pehchan’ cards were distributed to artisans from five clusters of Gujarat namely Jamnagar, Naroda, Surendranagar, Amreli and Kalol. Besides, minister also announced that to give tool kits and safety equipment women and BPL artisans for metal craft for free of cost in a bid to encourage women. 

What is Pehchan cards scheme? 

Pehchan cards scheme was launched as part of the Pehchan’ initiative of Union Textile ministry to register and provide Identity (ID) cards to handicraft artisans and link them to a national database. It is a new upgraded ID card for artisans that will be linked with their Aadhar numbers and bank accounts so that they can receive direct cash transfer benefit.

China launches world’s longest super-secure quantum communication line

China has launched world’s longest super-secure quantum communication line connecting Hefei, capital of Anhui province to Shanghai, the country’s financial hub. The super-secure quantum communication line is 712-km in length. It boasts of ultra-high security making it impossible to wiretap, intercept or crack the information transmitted through them.

 Key Facts

 The 712-km line is part of a 2,000-km Beijing-Shanghai quantum communication. It has 11 stations and it took three years of construction. In one of its first test communication, it had transmitted a secure video conference between the two cities. The Beijing-Shanghai quantum communication line is expected to be completed at the end of the year 2016. It will be backbone highly secured communication network to be used in the fields of finance, electronics and government affairs. 

World’s first quantum satellite 

Earlier in August 2016, China had successfully launched the world’s first quantum satellite. It was nicknamed as Micius after a 5th century BC Chinese philosopher and scientist. The Micius quantum satellite will be connected with the Beijing-Shanghai quantum communication line through the line’s station in Beijing. It will enable the space-to-Earth highly secure hack-proof quantum communication network. 

What is Quantum communication? 

Quantum communication uses subatomic particles to securely communicate between two points. These subatomic particles are mainly quantum entanglement of photons. It ensures that nobody taps into the line as a photon can be neither separated nor duplicated. Thus tapping the network will inevitably corrupt the signal. It has the ability to inform the two communicating users of the presence of any third party trying to eavesdrop. At the same time, the information being intercepted will self-destruct.


Scientists develop Zika replicon system to develop vaccines

Scientists have developed Zika replicon system, a novel tool to replicate the Zika virus by stripping it of the genes that make the virus infectious. The Zika replicon system is considered as an advance novel tool that may pave the way for development vaccine to fight Zika virus.

 How it works?

 The Zika replicon system deleted some of the genes that give the Zika virus its structure. The system was engineered by attaching genes that allow researchers to tag certain parts of the Zika virus for making it a powerful tool for vaccine development. The system has made Zika virus no longer infectious and also lowered the safety risk involved in working with it. 

What are Replicons? 

Replicons are basically segments of viral genome that can replicate on their own, independent of the cellular chromosome. They can be used to locate portions of the viral molecule that block or halt viral replication. They can also study potential antiviral agents by differentiating between when the virus is making copies of itself and when it’s altering its structure. Thus, they can be used for making a powerful tool for vaccine development. 

Significance 

Recent Zika virus outbreak has highlighted the urgent need to establish genetic tools for studying how the virus multiplies and causes disease in order to develop countermeasures. It has also become important to deal with Zika virus which is spreading rapidly and behaves differently than other viruses as it can be transmitted sexually and is associated with microcephaly and Guillain-Barre syndrome (GBS).

India-China joint military exercise 'Hand-In-Hand' begins in Pune


The 6th Indo-China joint training exercise Hand- in- Hand 2016 commenced at the parade ground in Aundh Military Camp, Pune. The exercise will finish on 27 November 2016. Airtel announces merger with Axiata in Bangladesh


Telecom operator Bharti Airtel has announced the completion of the merger of its subsidiary unit in Bangladesh with Robi Axiata.This entity will now be the second-largest mobile operator in Bangladesh.

Bharti Airtel is an Indian global telecommunications services company based in New Delhi, India. It operates in 18 countries across South Asia, Africa, and the Channel Islands.

Doctors from Netherlands perform brain implant for the first time in history

Doctors from Netherlands have performed the first-ever brain implant on a 58-year-old woman paralysed by Lou Gehrig’s disease (also known as amyotrophic lateral sclerosis-ALS). With this, she became the first patient to use a brain-computer interface. The implant has enabled paralysed women to communicate in day-to-day life via a speech computer. 

What is the case?

 Prior to this implant, the ALS disease had caused nerve degeneration in the women and she was left completely locked-in. Her motor neurons had deteriorated to the point where she could only control her eye muscles. 

First-ever brain implant 

Doctors in first-ever brain implant directly installed a device called an electrocorticograph (ECoG) on the women’s brain. The device has electrodes fitted in the brain. Using these electrodes in brain, the patient can control the computer using brain signals, spell out messages at two letters per minute. 

How it works?

These implanted electrodes detect brain activity that results when she moves fingers in her mind, and coverts it into a mouse click. The patient has a screen in front of her that includes the alphabet and some additional functions (such as selecting previously spelled words or deleting letters). Each letter on screen lights up one at a time, and by using her brain to click the mouse at the right time, she can compose words one letter at a time. These words then are vocalized by a speech computer. The entire process is done wirelessly.

Russia withdraws from International Criminal Court

Russia has officially withdrawn from International Criminal Court (ICC) after President Vladimir Putin signed an executive order in this regard. The executive order mentioned that Russia is pulling out of the 2002 Rome Statute, which establishes the ICC’s status and powers. However, Russia had never ratified the statue meaning it was never member subject to its jurisdiction. 

What is the issue?

 Russia was against by ICC’s declaration that Russia’s 2014 annexation of Ukraine’s Crimea peninsula was an armed conflict. Russia is also under international pressure over its campaign of air strikes in Syria over the issue of bombing civilians and civilian targets. Russia has denied those allegations. Besides, ICC is also examining allegations of war crimes committed by Russian and Georgian forces during a brief 2008 war.

 About International Criminal Court (ICC) 

ICC based in The Hague, Netherlands is an intergovernmental organization and international tribunal. It has the jurisdiction to prosecute individuals for the international crimes of genocide, crimes against humanity and war crimes. It was established by the Rome Statute which was adopted in July 1998 end entered into force in July 2002. ICC is seen as a successor to Nuremburg trials after World War II and ad-hoc UN war crimes tribunals for the former Yugoslavia and Rwanda. The multilateral treaty of Rome Statute serves as the ICC’s foundational and governing document. Currently, there are 124 states which are party to Rome Statute and therefore members of the ICC (India and China are not its members).
